In a large mixing bowl, add jello powder to sugar-free condensed milk.
Mix well.
Add 2 cups of the coconut by spoonfuls, mixing as you go.
Roll into 20 equally sized balls
Pulse the remainder 1/4 cup of coconut in a food processor until it is finely ground (almost a powder)
Roll each ball in the ground coconut.
Refrigerate for at least 2 hours before serving.
